Set CPU Affinity
Some older games don’t play nice with multiple CPU cores on modern computers. Common symptoms include glitchy, jumpy animations and the animations playing too fast – the game’s animations may even be out of sync with the audio. You can tell Windows to run on the game on only one CPU core to solve this problem – this is referred to as setting the game’s CPU affinity.
The easiest way to do this is by launching a game, alt-tabbing out, opening the task manager, right-clicking the game’s process on the Processes tab and using the Set Affinity option. However, this may not always solve the problem – if the problem has already started occurring, the gameplay may be glitchy until you relaunch the game.
One trick you can use is setting Steam.exe’s CPU affinity instead – when you launch the game through Steam, it will inherit Steam’s CPU affinity and launch with the correct CPU affinity. Right-click your taskbar and select Start Task Manager to open the task manager.
Be sure to change Steam’s CPU affinity back to the default – using all cores – before launching a demanding, modern game. Windows doesn’t “save” CPU affinity between sessions – when you close Steam and reopen it, it will use its default CPU affinity settings.

It has ended up being very frustrating when my friend is saying 'What?' every couple of seconds, and I hope I can get some help with this problem.
So far, I have tried various solutions, but, of course, none have been successful. I have tried changing microphones, from extremely cheap and useless microphones to higher quality microphones, and the main microphones I use are the Turtle Beach X11 and the Turtle Beach X12, both of which are compatible with both Xbox and PC. Both of these mics work completely crystal clear and perfectly on Xbox, but then become near impossible to use on PC. I have also looked for various updates on both my audio and my BIOS and chipset. I have tried multiple USB slots, and I have two places where I can put in the mics, and neither of those works. I have no problem whatsoever hearing through the microphones, either. I have tried to mess with my sound volume various times as well, and have also tried playing back my voice, and it cuts out then as well. I have also tried different programs to chat with, I normally use Steam chat, but I have also tried Skype, where nothing different happened. All the microphones I have tried either had the same, annoying skipping, or they had extremely bad quality that made it impossible to even tell someones voice from another. There are a few other things I have tried, but everything I have attempted has been minor and I wouldn't be able to think of them right now. I am not very sure I gave quite enough detail or information, so I am sorry if I didn't, please just ask me for any information you may need. If anyone can somehow figure out what this issue is, I would be extremely thankful, but so far I have looked this issue up many times and turned up nothing of use, and anything that I tried did nothing.
